Letter to Commissioner, C.Ex. Rajkot for Convening of JCM

Sub: Convening of Joint Consultative Meeting (JCM): Reg.

Your kind attention is invited to the various CBEC letters issued from F. No. B.12017/05/2008-Ad.IV.A dated 18.01.2010, 02.03.2012, 07.11.2012 wherein it is emphasized that the JCM at all levels i.e. Commissionerate/Division levels should be held at regular intervals in order to effectively redress various grievances of the staff members. However, it is observed that the JCM has not been convened at CCE, Rajkot for a long time.

It is therefore requested to convene the JCM as soon as possible in order to ensure timely & effective resolution of staff side grievances and to maintain harmonious employer-employee relations.

Letter to Chief Commissioner with regard to transfer of Inspector from Customs to Central Excise

Sub :   Estt. Order No. 42/2014 dated 8th August, 2014 issued by the Additional Commissioner (CCO), Central Excise, Ahmedabad : Matter regarding.

            Kindly refer to the Estt. Order No. 42/2014 dated 8th August, 2014 issued by the Additional Commissioner (CCO), Central Excise, Ahmedabad 5 Inspectors have been transferred from Customs, Gujarat Zone, Ahmedabad to Central Excise and against them 5 Inspectors have been posted to the Customs, Gujarat Zone, Ahmedabad.

This Association welcomes the step taken by the administration for considering the genuine requests of the Inspectors of Ahmedabad Sector by repatriating them to Central Excise zone. However, it is to submit that a few requests of the Inspectors of Rajkot Commissionerate are pending with the authority for transfer from Customs to Central Excise. These requests are also genuine and merits consideration. One of the Inspectors namely Shri Ketan Dave has sought the transfer to Rajkot Commissionerate on the ground that his daughter is studying in Standard 12. The issue was also discussed in the meeting held on 3rd July, 2014 with the Committee headed by the Chief Commissioner and also with the Additional Commissioner (CCO), Customs / Central Excise during our visit on 16th July, 2014. However, the genuine cases of Inspectors of Rajkot Commissionerate are yet left un-attended.

In light of the above, it is once again requested to kindly consider the genuine cases of Inspectors of Rajkot Sector for transfer to Central Excise.

MINUTES OF THE MEETING HELD ON 06.08.2014 AT RAJKOT

The President warmly welcomed the Chief Guest Shri G K Jhala, General Secretary, AICEGEO (Rajkot Unit) as also the members of this Association and declared the meeting open.

Shri G K Jhalla, Superintendent thanked this Association for the respect & regard shown and pledged that both the Associations shall work in tandem to achieve the desired goals. He motivated the members for giving their best to the Department & to shun the selfish attitude so as to make the Association strong.

The Organizing Secretary welcomed the members especially those who came here travelling a distance of 200 km to participate in the Meeting and emphasized the need for broadening the base of the Organization in view of the challenges ahead. The Organizing Secretary, who is also holding the post of National Vice-President of AICEIA apprised the members regarding the recent developments at national level especially about the Cadre Restructuring & its impact.

The Organizing Secretary invited the members to share their experiences & grievances and to offer suitable suggestions for the general welfare of the members of this Association. In response to the same, the members expressed their grievances & also offered suggestions for the better working conditions. In view of the same, following resolutions were passed unanimously and the members authorized the President to get the grievances resolved at the earliest:

(1)  Conduct of JCM at the earliest;
(2)  Compliance of the terms & conditions of the Agreement by the Canteen Operator;
(3)  Rotation of Ministerial Staff to ensure transparency & efficiency;
(4)  Framing of Policy for tenure at Service Tax;
(5)  Restriction on allocation of ministerial work to Executive Cadre;
(6)  Maintenance of Emergency Exit Doors;
(7)  Deployment of Private Security Guards or Group ‘C’ at Entry/Exit Gate for adequate security of Office premises & Quarters;
(8)  CCTV Cameras to be installed at all floors as well as at Entry/Exit & Reception and CCTV access be given to GSO with his Chamber at Ground Floor;
(9)  Renovation of Office Building and Quarters especially at Gondal Road & Kalawad Road;
(10)  Restriction on the unauthorized use of office premises as parking area;
(11)  Cleaning of toilets & stairs in the office to make it more hygienic;
(12)  Provision of basic infrastructure at all Sections/Office especially at remote areas; and
(13)  GSO/PRO Chambers be shifted at Ground Floor.


Nomination of Divisional Representatives was also done and the following members have been shouldered with the responsibility to make the membership drive more effective & successful:

(1)  Shri Rajesh Mishra, Division-I, Rajkot;
(2)  Shri Rakesh B. Dhruv, Division-II, Rajkot;
(3)  Shri Mridanshu Shekhar Gandive, Service Tax Division (Rajkot);
(4)  Shri Amit Kumar, Gandhidham (Central Excise & Service Tax); and,
(5)  Shri Y P Bhayani, Jamnagar (Central Excise & Service Tax).

              The President thanked the members for their continued faith in the Association and pledged to make the Association stronger than ever before.

Circular - General Body Meeting on 06.08.2014

Sub:  Mass Membership Drive for Strengthening Organization: Reg.

            It is to bring to kind notice of all the respected members of this Association as well other officers in the grade of Inspectors posted at CCE, Rajkot that a General Body Meeting (GBM) has been convened at 6.15 pm on 06.08.2014 in the Training Hall, CCE, Rajkot to discuss the issues relating to welfare of the members of this Association and to bring the other officers in the grade of Inspectors into the Association with a view to widen the base of the Association and to make it more strong and participatory. Nomination of Divisional Representatives (DR’s) shall also be done after consultation with the members present in the GBM.

            All officers in the grade of Inspectors posted at CCE, Rajkot are cordially invited to attend the GBM and make it a success.
