         Sub: Extension of Tenure of Present Branch Committee: Reg.

         Please refer to the Circular dated 10.12.2016 regarding the subject mentioned herein above.

         In this regard, it is to intimate that a Meeting of Branch Committee was convened on 17.12.2016 at the HQ of Branch Committee to discuss upon the motion regarding regularization of tenure of Branch Committee and extension of tenure of present Branch Committee under the provisions of Article 20 of the Constitution of AICEIA. The number of members attending Meeting was more than the required Quorum as per the provisions of Article 18 of the Constitution of AICEIA. 

         All the members of Branch Committee present in the Meeting unanimously supported the motion to extend the term of present Branch Committee by 06 months i.e. till 25.06.2016. Attendance sheet of the Meeting in original is attached herewith.

         This is for favour of kind information and necessary action at your end please.

Meeting of Branch Committee on 17.12.2016: Reg.

It is to intimate that a Meeting of Branch Committee is being convened at 11:30 am on 17.12.2016 at the HQ of Branch Committee to discuss upon regularisation of tenure of Branch Committee and extension of tenure of present Branch Committee under the provisions of Article 20 of the Constitution of AICEIA. All the members of Branch Committee are requested to attend the Meeting at given date & place.



The Meeting shall be followed by lunch.

Non-Payment of Advance Salary in Cash to DGCEI Officers: Reg.

Sub: Salary Advance for the Month of Nov-2016 to be Paid to Non-Gazetted Employees of Central Government: Reg.

Ref.:OM dated 17.11.2016 issued from No. 25 (30)/E.Coord/2016  by Department of Expenditure, Ministry of Finance, GOI

         Please refer to the subject mentioned herein above.

2.    In this regard, this Association desires to invite your kind attention towards Para 1 of the aforesaid OM and the same is as follows:

         “In terms of Rule 64 (2) of Central Government Account (Receipt & Payment) Rules, 1983, the President is please to release part salary, in advance, amounting to Rs. 10, 000/- (Rupees Ten Thousand) by 23rd November, 2016 from the salary for the month of November, 2016 in the form of cash pay out to all Non-Gazetted employees of Central Government.”

3.      Further, Para 2 of the aforesaid OM reads as under:

         “…In case, no option is received by the said date, it will be presumed that the employee has opted for cash pay-out and the payment thereof will be disbursed in cash accordingly.”

4.     However, it is disappointing to note that the said statutory instructions have not been followed at DGCEI, Ahmedabad Zonal Unit and advance salary has not been disbursed to the members of this Association posted at DGCEI, Rajkot Regional Unit causing hardship to them.

         Please refer to the subject mentioned herein above.

2.    In this regard, it is to intimate that this Association wholeheartedly welcomes the issuance of aforesaid Circulars whereby the field formations have been requested to encourage officers to work at DGCEI/DRI.

3.    However, it is earnestly requested that due care may be taken in the process of selection so that, it may not be utilized as an alternate &  backdoor medium for staying long at a particular station by those who are due for transfer to Customs or Outstation Postings as that may affect the interest of other officers.

4.      It is also requested that other criteria like HOP, cooling-off period etc. may be taken into consideration while finalization of names for aforesaid transfer & posting.
