APPEAL MEMORANDUM

The issue of Transfer Policy has been making rounds for around six months by the Administration. Only after the Association met the Administration requesting to issue Annual General Order, the Administration woke up from slumber and reluctantly involved the Association at the eleventh hour to deliberate upon the new draft policy regarding Annual Transfers. Consequently, from 18/05/2011 the Association alongwith its members have been working sincerely seeking opinion of members by arranging meeting of members at different stations. After having deliberation at length with members, the Association came out with a opinion that, the new draft policy may create undue displacement officer leading to pandemonium. During the course, the office bearers of each unit of the Association had meeting with the administration twice at length. Chief Commissioner, other Commissioners and number of Office bearers sat together for long hours and had deliberation on draft policy in depth in cordial atmosphere. Without going into the pros and cons of the draft policy, but a consensus was arrived at the meeting that the time was not appropriate to call for a new transfer policy. Reasons for ill timed implementation of transfer policy were deliberated with the administration. The main reason being that it was badly delayed and new policy would only cause further delay. But the administration was of he opinion that, the orders would be issued soon without further delay. However, even after the lapse of 11 days counting 26/05/2011, (though administration was already sitting on it for more than six months) the administration has not come with any concrete outcome. And at this juncture, it is highly difficult to anticipate the date of final transfer orders.

Since 03/06/2011 all members of the Association are on agitation in form of relay hunger strike to resolve the issue. In addition to this, Board was requested through national representatives to positively intervene in the matter. Incidentally, it is learnt that necessary instructions was relayed by Board to the administration. However, nothing constructive has come out till date.

This protest has made the administrative to rethink to implement the proposed policy. But no fruitful outcome has emerged. Hence, it is felt that the situation should not be allowed to drift aimlessly, which is clearly a waste of manpower.

All office bearers should sit together and take stock of prevailing fluid situation and try to resolve the issue. It is learnt that, the Chief Commissioner is in Ahmedabad on Friday. Hence, it is requested that all the office bearers should meet at Ahmedabad at 10.00 AM to form of a consensus and also meet the Administration to settle the issue by Friday evening.
